Kaplan advances many of Governor Rendell's comprehensive economic stimulus programs. The office works to enhance the entreprenuerial vitality of the commonwealth by encouraging the creation, expansion and retention of Pennsylvania's businesses.  She and her staff meet regularly with municipalities, economic development corporations and businesses to identify their growth potential through various bond financing, grant, loan, guarantee, tax credit and workforce development programs. Before joining DCED, Kaplan had over 25 years experience in economic and workforce development, including stints at the Philadelphia Workforce Development Corporation and Philadelphia's Mayor's Business Action Team.   Click here for a full bio.

 

 

 Jackie ParkerJacqueline Z Parker, Deputy Secretary, Community Affairs and Development                              

Parker serves as the deputy secretary for community affairs & development with the Department of Community and Economic Development. In this role, she oversees the administration and operations of DCED’s community development activities; its Center for Community Empowerment, The Appalachian Development Center, the Governor’s Center for Local Government Services, which serves as a resource for local government officials, developers and citizen interested in planning to enhance their communities; and the Community Action Team, which is a group of professionals with expertise in community development initiatives.  Wilfred Muskens, Deputy Secretary, International Business Development Deputy Secretary Muskens Photo

Muskens had served the commonwealth for more than seven years before his appointment as Deputy Secretary for International Business Development.   Though his native language is Dutch, he is also fluent in French, English and German.   He has been heavily involved in implementing Governor Rendell's World Trade PA initiative. The program -- a first of its kind for Pennsylvania -- is aimed at accelerating and expanding the state's trade and international investment activities. Muskens' previous experience with the commonwealth consisted of executive director of the Center for Direct Investment and Director of Foreign Investment for the Governor's Action Team, which leads the charge to bring world-renowned companies such as German energy giant Conergy, South Korea's Osstem and Spanish wind energy leader Gamesa to Pennsylvania.   Click here for a full bio.

 

 

 Mickey Rowley, Deputy Secretary, Tourism, Film and MarketingDeputy Secretary Rowley Photo

Rowley has been deputy decretary for Tourism, Film and Marketing -- the office that oversees one of Pennsylvania's largest industries -- tourism. He promotes business and consumer travel throughout the state and oversees the department's film and marketing offices. Before joining the commonwealth, Rowley was executive director of the Greater Philadelphia Hotel Association, director of the Greater Philadelphia Tourism Marketing Corporation and was also an advisor to the Philadelphia Film Society.   Click here for a full bio.

John Sider serves as the deputy secretary for the Technology Investment Office within the Pennsylvania Department of Community and Economic Development. In this role, John oversees operations of the Technology Investment Office, which serves as a catalyst for growth and competitiveness for Pennsylvania companies and universities by financing innovation, creating partnerships and providing support services through technology-based economic development initiatives.
