PA Uniform Construction Code Quarterly Permit Reporting

Act 13 of 2004 establishes a $4/permit fee to be collected for every building permit issued by or under direct supervision of a Building Code Official (BCO) for construction activity regulated under the PA Uniform Construction Code (UCC). The $4 is divided equally between the PA Construction Codes Academy (PCCA) and the Pennsylvania Housing Research Center at Penn State (PHRC) and provides training and continuing education programs for construction code officials, design professionals, contractors and individuals who are involved with the implementation and enforcement of the UCC throughout the Commonwealth.

The Governor’s Center for Local Government Services (GCLGS) at DCED is responsible for collecting the quarterly reports and applicable funds in compliance with Act 13.  Although the responsibility to file these reports is with the primary BCO appointed by the elected officials of an opt-in municipality, the report and funds may be remitted by any municipal official designated by the BCO.

Every municipality that has opted to enforce the UCC must file an Act 13 quarterly report even if no construction activity has taken place for that particular quarter, within 30 days after the end of the reporting period. For a copy of the report click UCC quarterly report.
