DCED's Act 32 EIT Collection System

Welcome to DCED's EIT collection system webpage.

Act 32 of 2008 provides for a restructuring of the Earned Income Tax Collection System for Pennsylvania local governments and school districts. This legislation is one of the most significant pieces of local tax legislation that has been enacted in recent years. The Act provides for a three year transition period and full implementation by January 2012. It is critical that all those involved in the system actively participate and fulfill their various responsibilities.

Since the passage of Act 32, the Governor's Center for Local Government Services has formed an advisory committee, provided training and continues to provide technical assistance and resource materials.

Prior Activities

        ♦September 1, 2009 - DCED releases weighted vote
        ♦September 15, 2009 - TCC Delegates named by each political subdivision
        ♦September 15, 2009 - Public Notice and notice to DCED of the first meeting
        ♦November 15, 2009 - Deadline for first meeting of each TCC
        ♦December 31, 2009 - DCED completes EIT system study and provides to all TCC's

Upcoming Implementation Reminders

        ♦April 15, 2010 - Bylaws approved by TCC.
        ♦June 1, 2010 - Appeals boards appointed by TCC.
        ♦September 15, 2010 - Tax collectors for 2012 appointed for TCD by TCC.
        ♦No later than September 25, 2010 - Notify DCED of the appointment within 10 days of appointment.
        ♦November 1, 2010 - Determine whether Tax Officer will collect 2011 income taxes.
        ♦December 1, 2010 - Notify DCED of determination of whether Tax Officer will collect 2011 income taxes.
