Effective September 1, 2008, the Department of Community and Economic Development will require all funding applications to be submitted using the Electronic Single Application. Paper applications will no longer be accepted. A copy of the submitted electronic application, the signature page and any supplemental/addenda information should be forwarded to DCED’s Customer Service Center, 400 North Street, 4th Floor, Harrisburg, PA 17120. Any questions regarding addenda submissions should be directed to the Customer Service Center at 1-800-379-7448.

Community Conservation and Employment Program
The Community Conservation and Employment Program provides grants for community and economic
development projects that, in the judgment of the Department of Community and Economic Development
(DCED), are consistent with the authorizing legislation and these program guidelines, and meet all
requirements of the DCED Single Application for Assistance.
Community Development Block Grant (CDBG)
Grants and technical assistance for federal designated municipalities for any type of community development.
Community Revitalization Program (CRP)
Provides grant funds to support local initiatives that promote community stability and quality of life.
Community Services Block Grant (CSBG) Discretionary Funds
The CSBG program is a federally-funded block grant that provides funds to eligible nonprofit community-based organizations or governmental entities that work to lessen poverty in disadvantaged and low-income communities across Pennsylvania. Federal and state laws stipulate that approximately five percent (5%) of the federal CSBG funds allocated may be used by states for discretionary projects.
Community and Business Development Program
The Community and Business Assistance Program provides grants for community and business assistance
projects that, in the judgment of the Department of Community and Economic Development (DCED), are
consistent with the authorizing legislation and these program guidelines, and meet all requirements of the
DCED Single Application for Assistance.
Community and Municipal Facilities Assistance Program
The Community & Municipal Facilities Assistance Program provides grants for community and municipal
facility projects that, in the judgment of the Department of Community and Economic Development
(DCED), comply with the provisions of the authorizing legislation and these program guidelines, and meet
all requirements of the DCED Single Application for Assistance.
Core Communities Housing Program
Provides state-funded grants for affordable housing activities in core communities. The initiative funds housing activities eligible under the Housing and Redevelopment Assistance Program for new or rehabilitated housing developments, but only on previously developed sites.
Cultural Preservation Assistance Program
The Cultural Preservation Assistance Fund provides funding to support activities that positively stimulate the local and regional economy by promotion, sponsoring and/or operating museum programs, cultural festivals, fairs and events to promote the local tourism industry. By enhancing quality of life factors, communities are made more attractive to business relocation.
Early Intervention Program
Provides matching grant funds to assist municipalities experiencing fiscal difficulties to develop comprehensive multi-year financial plans and establish short and long term financial objectives.
Economic Advancement Program
The Economic Advancement Program provides grants to promote economic development projects in
Pennsylvania that, in the judgment of the Department of Community and Economic Development (DCED),
are consistent with the authorizing legislation and these program guidelines, and meet all requirements of the
DCED Single Application for Assistance.
Economic Growth and Development Assistance
The Economic Growth & Development Assistance Program provides grants for projects fostering economic
growth and development in Pennsylvania that, in the judgment of the Department of Community and
Economic Development (DCED), are consistent with the authorizing legislation and these program
guidelines, and meet all requirements of the DCED Single Application for Assistance.
